ORA-00604 ORA-00942 AQ$_WF_CONTROL_P NOT MIGRATED DURING XTTS

Symptoms
Moved DB using XTTS and EBS from On-Prem to Exadata OCI VM.
DB is 19.10 and EBS is 12.2.7
frequently seeing this error in alert log and this causes the DB to hang and nothing happens. We then have to do shutdown abort restart the DB instance:
