Symptoms

Step 3 of mammoth expansion hangs on "Acquiring run lock" and fails.

1. Mammoth expansion gets here and hangs:

INFO: Step 3 UpdateBaseImage
INFO: Acquiring run lock ...

2. Entering Control C to break out of the hang, generates an error like:

INFO: Step 3 UpdateBaseImage
INFO: Acquiring run lock ...
ERROR: Error creating state directory on node <EXISTING_HOSTNAME4>
ERROR: Cannot continue with operation
INFO: Time spent in step 3 UpdateBaseImage is <NUM_SECONDS> seconds.
INFO: Running bdadiagcluster...
