Symptoms

The DBA_FEATURE_USAGE_STATISTICS view shows incorrect Active Data Guard usage even though standby database is in "MOUNTED" state and not using real time apply . This behavior is seen only in Data Guard configuration with a cascaded standby database without real-time apply enabled.
