Unable to Start GoldenGate 21c Classic Instance with XAG 9.1 (Doc ID 2885659.1)

Symptoms

On : 21.3.0.0.0 version, 1 - Oracle DB backend

Not able to start GG Classic instance with XAG 9.1

Not able to start Classic GG 21c instance/deployment with XAG 9.1, getting the following errors

CRS-2672: Attempting to start 'xag.ggname.goldengate' on 'host'
CRS-2674: Start of 'xag.ggname.goldengate' on 'host' failed
CRS-2679: Attempting to clean 'xag.ggname.goldengate' on 'host'
CRS-2681: Clean of 'xag.ggname.goldengate' on 'host' succeeded
CRS-4000: Command Start failed, or completed with errors.

This issue happens no matter if the PATHs are pointing to the 9.1 version of GG or the 10.2 version of GG.

The Oracle Grid Infrastructure Agents deployment is standalone
