Symptoms

Create database with dbca fails with DBT-07505, getting below errors from DBCA logs.

[main] [ 2022-04-29 18:21:53.987 CEST ] [HAResourceConfigImpl.getListeners:197] Listener(s) regietered with Oracle Restart: [LSNR_CDB2PLAY]
[main] [ 2022-04-29 18:21:53.990 CEST ] [HAListener.getListeners:125] Listener "LSNR_CDB2PLAY" does not exist in file "<ORACLE_HOME>/network/admin/listener.ora".
[FATAL] [DBT-07505] Selected listener (LSNR_CDB2PLAY) does not exist.
