Symptoms
Single Instance Database with Version 18c
When attempting to run a 'SELECT' SQL ORA-07445 [evaopn3()+148] is reported.
Step to reproduce the issue in SQL*Plus:

The database was upgraded from 11.2.0.4 and execution of the same statement on 11.2.0.4 has no problem.
