RMAN Duplicate fails with ORA-01157 ORA-01110 on "Alter clone database open resetlogs;" (Doc ID 2887290.1)

Symptoms

On : 19.11.0.0.0 version, Recovery Manager

RMAN DUPLICATE of encrypted standby tablespace database or RMAN DUPLICATE ... AS ENCRYPTED of a database where tablespaces
are not encrypted  fails with the below error on open database resetlogs:

ORA-01110: data file <tf#>: '<name_of_tempfile> or <ASM device>'

Changes

 After encrypting standby tablespaces or duplicating a TDE encrypted standby database for the first time.
