Query in 12c executed with 'UNION ALL PUSHED PREDICATE' while in 19c 'UNION ALL'

Query in 19c does very high Direct path reads and never completes

Query works fine when used 12c OFE or hint /*+ opt_param('optimizer_features_enable','12.1.0') */
