Parallel slaves stuck on I/O operation with no I/O issue (Doc ID 2891118.1)

Symptoms

Parallel slaves or any other user process gets stuck on I/O operation and they won't move from the same state. Even trying to collect errorstack will not yield anything and the process simply doesn't write anything. There is no issue at I/O layer and the process is not in D state.

Changes

No changes or moved to multitenant architecture where PATH_PREFIX is set CDB Root level or created new CDB with PATH_PREFIX set.
