Symptoms
There are services defined with the Primary role that are running on a non-primary node.
Services defined with the Primary role should always run on the Primary node irrespective of the Database Role.
When the database role is changed to Physical Standby and there is a switchover followed by switchback to the same node, these services will not start when the database is restarted using srvctl.
Changes
Database role switchover from primary to standby or vice versa.
