Symptoms

Goldengate 21c install fails with

INFO: Create new deployment: 'CREATE_SERVICEMANAGER_DEPLOYMENT' Job succeeded.
INFO: 2022-08-24T18:28:46.34 Reading Service Manager PID file.
INFO: 2022-08-24T18:28:46.365 The Service Manager process is running.
SEVERE: 2022-08-24T18:28:51.478 The Service Manager process is not accepting REST calls.
INFO: 2022-08-24T18:28:56.479 Reading Service Manager PID file.

[service_manager_deploy_location]/var/log/ServiceManager.log shows

2022-08-24T18:29:33.210+0000 ERROR| No server certificate named 'default' found. (Thread 5)
2022-08-24T18:29:33.210+0000 ERROR| The value for the wallet resource locator was not specified. (Thread 5)
