Symptoms
SQL waiting on mostly on CPU with small waits appearing on PGA Memory Operation and SQL execution plan is showing Full Table Scans even though indexes are created.
SQL Slower after upgrade from previous version to 19.15.
NLS_SORT set to something other than BINARY at a system level.
Changes
Upgrade from previous version, in this case it was 12.2 to 19.15.
