Unable to Connect to the Database from Client After Installing Service Pack 2: ORA-12535 (Doc ID 289652.1)

Symptoms

After installing Service Pack 2 (Microsoft Windows XP) on Client machine, you cannot connect to Database. 
Client receives ORA-12535 error.

If the SP-2 is uninstalled, the error does not occur and connection is successful.
