opatch invokes fuser even though OPATCH_NO_FUSER is to true (Doc ID 2897864.1)

Symptoms

 During patch apply, OPatch checks for active files and executables defined in patch inventory.xml using “fuser” command.
 If OPATCH_NO_FUSER is set to true, OPatch will not check if these files defined in executables are busy.This is an expected behavior . In this scenario ,fuser is still invoked during opatch pre-requisite checks.
