Symptoms
After upgrade from 12c to 19c, the following error is reported when using the oraxsl utility to split files:
> oraxsl -v -l $HOME/test/contract_20220421_0600.xml -s $HOME/test/split_raet_files2.xsl.old -o $HOME/test -r xml
Release version: Oracle XML Developer's Kit 19.0.0.0.0
