VSS Backup Does Not Run "BEGIN BACKUP" for Some Tablespace on CDB

Symptoms
When getting a backup by VSS in a multitenant environment, BEGIN BACKUP does not run on some tablespaces and does not put in backup mode.
Perform a backup by VSS in an environment with the following tablespaces.
- CDB$ROOT : SYSTEM, SYSAUX, UNDOTBS1, USERS
- PDB : SYSTEM, SYSAUX, UNDOTBS1, USERS
From the alert log, you can see that "alter tablespace begin backup" is running only some tablespaces.
In this example, below tablespaces does not put in backup mode.
- CDB$ROOT : SYSAUX, UNDOTBS1
- PDB : SYSTEM
