SIHA: Unable to start database using srvctl CRS-5017 ORA-01031 (Doc ID 2899326.1)

In a role separated SIHA environment , the database startup is failing with oracle user .

Database was manually created and added manually to the cluster using 'srvctl add database ...' command as oracle user .
