Symptoms
There are two environments to update from 19.3 to 19.15:
However, the update application procedure is different in both environments.
If you check the file size of okinit under $ORACLE_HOME/bin in each environment, there is a difference as shown below.
Environment 1: 91,112 byte
Environment 2: 91,000 byte <<★
