Symptoms

Multitenant database upgrade to 19c fails to upgrade multiple PDBs with below error:

 

 DBUA Screen output:

Unexpected error encountered in catctlGetUpgLockFile;
Unable to Open File /tmp/<name>pdb$seed pdb1 pdb2 pdb3 pdb4 pdb5 pdb<n>........... public_catctl.dat
 File name too long
