Wrong Time Offset in ggserror log on windows platform (Doc ID 2904249.1)

In windows platform, the ggserr.log is writing events with wrong time offset -0500 offset hours as opposed to the -0400 when on day light saving

Example,

on Linux platform
2022-10-10T15:37:26.658-0000 INFO OGG-00983 Oracle GoldenGate.....

On Windows timezone is UTC+00:00, with daylight,

2022-10-10T15:37:26.658+0100 INFO OGG-00983 Oracle GoldenGate......
