PRGO-1618 Error During Patching With Fleet Patching & Provisioning (Doc ID 2904831.1)

Symptoms

While patching using Fleet Patching & Provisioning (FPP), if environment have a home that has been changed and relinked as such:
config.c:

And then create the FPP working copy with the proper new groups
-groups OSDBA=dba,OSOPER=dba,OSBACKUP=dba,OSDG=oinstall,OSKM=dba,OSRAC=dba

Then, get following error:
PRGO-1618 : The groups \"OSDG=dba\" of the source home do not match the groups \"OSDG=oinstall\" of the patched working copy.
