Symptoms

Materialized Views refresh failing on 19C database post DB migration from 12c , when we try to Refresh with "Out -of-Place" option. With below error message

Please note that all MV's refresh were all working perfectly in Oracle 12c DB and its failing post migration when we drop and recreate the MV's in Oracle 19c.
