Oracle Database Appliance node crash, Linux-x86_64 Error: 28: No space left on device in CRS alert.log

Symptoms
On Oracle Datbase Appliance (ODA) 19.13 there is an unexpected node crash.
Examination the CRS alert.log shows the following -
2022-10-31 10:39:58.284 [CRSD(79594)]CRS-0804: Cluster Ready Service aborted due to Oracle Cluster Registry error [PROC-26: Error while accessing the physical storage Storage layer error [Insufficient quorum to open OCR devices] [0]]. Details at (:CRSD00111:) in /u01/app/grid/diag/crs/<hostname>/crs/trace/crsd.trc.
2022-10-31 10:40:05.018 [ORAROOTAGENT(8923)]CRS-5019: All OCR locations are on ASM disk groups [DATA], and none of these disk groups are mounted. Details are at "(:CLSN00140:)" in "/u01/app/grid/diag/crs/<hostname>1/crs/trace/ohasd_orarootagent_root.trc".
