AQ: Propagation Faces ORA-932 After Database Upgrade From Old Release 11g. (Doc ID 2908884.1)

Symptoms

If you encounter ORA-932 in propagation after upgrading the database from old release to new release (19c, 21c or 23ai), this is likely the bug you are hitting.

AQ RDBMS jobs (*j00*.trc) would have similar entries like these:
