Symptoms

Autoupgrade from 18.5.0.0 to 21.3.0.0 failed on drain stage creating the pluggable database

new   1: create pluggable database "KTMNT1"   using 'C:\oracle\cfgtoollogs\autoupgrade\cdb1\KTMNT1\100\drain\KTMNT1-KTMNT1.xml' NOCOPY tempfile reuse
