Symptoms
Remote client connections are failing to connect via the listener. The error returned to the client is: ORA-12545: Connect failed because target host or object does not exist.
This error can be either persistent or intermittent depending upon the type of database installation.
Changes
This is likely a new installation of either the client or the database server.
