Change in Password and Remote Connection Suddenly Yields : ORA-12154 TNS: Unable to Resolve Service Name

Following a password change or after creating a new user, the following error is thrown repeatedly when attempting to connect:
ORA-12154: TNS: Could not resolve the connect identifier specified
There appears to be no issue with the tnsnames entry and a tnsping of the same service is successful.
It is also possible to connect with a different set of credentials or username/password@alias.
This is likely the result of the creation of a new user OR the password for the user has been changed recently.
There is an @ symbol in the user's password.
