Symptoms
1.On : 12.1.x version, Oracle Data Guard switchover may fail with error ORA-16471 when the OEM session is connected to the standby database with patch 33550827 applied
2. Performing switchover using DG broker
3.ORA-16471 signalled during: ALTER DATABASE SWITCHOVER TO '<standby database>'
4. Sessions from OEM connected to the standby database which was not able to be terminated
