RMAN not taking backup of Container database in 19c
Symptoms
After applying 19.17 DBPSU RMAN backup with recovery catalog connection, backups up only PDB.(Excludes CDB$ROOT).
Recover catalog schema version not upgraded

The issue started after installing DBPSU 19.17.
