Symptoms

Timezone data upgrade is very slow when executing 19c DBUA if the source database does not have the following fixes applied.
Timezone Data upgrades are still very slow even after applying the fix to Target Database and Executing DBUA.

BUG 19704999 - DBMS_DST.UPGRADE_DATABASE NOT RUNNING IN PARALLEL
BUG 30681085 - EXECUTE FIND_AFFECTED_TABLES IN PARALLEL IN UTLTZ_UPG_CHECK.SQL
