19c Oracle Restart with Active Dataguard environment.

After database is switched to Primary, some times the CDB and/or PDB services are not starting automatically.

The oraagent trace file on new Primary DB shows that Service failed to start due to ORA-03135 & ORA-12571 errors respectively.
