DMON process raises internal error while passwords are being changed in a Data Guard Configuration

On Oracle 19c if FSFO is disabled and when issuing the following DGMGRL commands:

SET MASTEROBSERVERHOST TO
or
SET MASTEROBSERVERHOSTS TO
