Symptoms

Different queries may fail with the below error after database upgrade from 12c to 19c

ORA-12805: parallel query server died unexpectedly
ORA-06512: at "<schema_name>.<object_name>", line 8957
ORA-06512: at "<schema_name>.<object_name>", line 8852
