One Thread of RAC Database Not Deleting Flashback Logs (Doc ID 2926302.1)

Symptoms

One thread of a RAC database is not deleting flashback logs.  Although the thread has re-usable flashback logs older than db_flashback_retention, new flashback logs are being created. 

In this thread, FRA space needs is deleting archivelog files, newer than the older flashback logs, rather than deleting the much older flashback logs.
