Large amount of ORA-00020 errors in alert.log

Symptoms
1. In Alert.log, there are below outputs:
2022-10-11T10:18:06.030494+09:00
ORA-00020: maximum number of processes (150) exceeded
ORA-20 errors will not be written to the alert log for
the next minute. Please look at trace files to see all
the ORA-20 errors.
2. In the output of lsntctl services, some handlers is refused.
$ lsnrctl services
...
Instance "Sample Instance", status READY, has 1 handler(s) for this service...
Handler(s):
"DEDICATED" established:150 refused:100 state:ready
