Failure when using FPP during application of 19.18 RU to Grid Infrastructure

Symptoms
Using FPP (Fleet Patching and Provisioning) to patch Grid Infrastructure to 19.18 (the target home version), the patching process will fail if the source GI home version is 19.15 or below.
The failure is typically manifested with the messages of this sort in the root script log:
