How To Populate SYS.SYNONYMS To PDB? (Doc ID 2928020.1)

Goal

 After installing our third party application we noticed that SYS.SYNONYMS is not populated at the root CDB level but not at the PDB level. This is a pre-requisite for our third party application to work correctly.

How can this be populated to the PDB level?
