Gv$sysstat Reports Zero Value For Statistics "global Enqueue Get Time" (Doc ID 2928296.1)

Symptoms

The value column of gv$sysstat is showing 0 value for few statistics "global xxx" like "global enqueue get time" in 19c version but 18c has non-zero value for those statistics.

Install 19C DB version
