Goal

portlist.ini file is not present under $ORACLE_HOME/install folder on 19c / 18c 

As per below document, portlist.ini file is located in the $ORACLE_HOME/install directory $ORACLE_HOME/install

But it seems to e not present in 19c homes. It is present in 12.1 and 12.2
