Pro*C Precompilation Fails With PCC-S-02014 After OS Upgrade OL8.7 From OL8.5 (Doc ID 2931232.1)

Symptoms

 
After update to OL8.7 from OL8.5, pro*c precompilation is failing with PCC-S-02014.
Proc works without any issues when installed: glibc*2.28*189* and fails on glibc*2.28*211*.

OL 8.5 version      glibc-headers-2.28-164.0.4.el8.x86_64               <- ProC's compile ok
OL 8.6 version      glibc-headers-2.28-189.5.0.1.el8_6.x86_64           <-ProC's compile ok
OL 8.7 version      glibc-headers-2.28-211.0.1.el8.x86_64               <-ProC's compile FAIL

Changes

 OS is upgraded to OL8.7 from OL8.5.
