Invalid DV Component after applying Database Update Patch (Doc ID 2932195.1)

The DB is a single DB nonCDB and version was just updated to 19.18 after applying the patch.

DV Vault has never been enabled/used and there are Invalid Database Vault objects.

OLS has never been enabled/used.

After applying the 2023Q1 database update patch we got Invalid DV Component.
