Symptoms

Patching OGG Monitor Agent Fails With
UtilSession failed:.../etc/config/actions.xml with Version field of the component "delete" in actions file cannot be <null> or empty

For example, trying to install OGG Monitor Agent with
Patch 34362913: Oracle GoldenGate Monitor 12.2.1.2.221115 (PS2 BP9) (Server+Agent)


fails with
