Oracle Components Are Not Installed In CDB And PDB When Running CATCDB.SQL (Doc ID 2943810.1)

Symptoms

CATCDB.SQL installs only the core database components Oracle Database Catalog Views (CATALOG), Oracle Database Packages and Types (CATPROC), Oracle XML Database (OWM), Oracle Workspace Manager (OWM), and Oracle Real Application Clusters (RAC) in CDB$ROOT and PDB$SEED. JServer JAVA Virtual Machine, Oracle XDK, Oracle Text, etc. are not installed.
