Client using NAT to connect via Scan Listener results in ORA-12170: TNS:Connect timeout occurred (Doc ID 2945516.1)

Symptoms

Client is using NAT.

Assume Scan IP is 172.x.x.31, public IP of local listener is 172.x.x.20 and that client is using NAT to map 10.x.x.253 to Scan IP is 172.x.x.31

Connect string is  (DESCRIPTION=(ADDRESS=(PORT=1521)(HOST=10.x.x.253)(PROTOCOL=TCP))(CONNECT_DATA=(SERVICE_NAME=ORCL)))
