Incorrect Email Attachment Name In AVDF 20.8 (Doc ID 2948401.1)

Symptoms

After upgrading to AVDF 20.8,  the report attachment name in the email is incorrect (It is in English it should be in Chinese) if the report name includes Chinese.
If the report name doesn't include Chinese, then the report attachment name is correct.
