Symptoms

 Running "<Oracle Home>/runInstaller -applyRU <RU>" fails with error:

    DeleteAction : Destination File "<Oracle_home>/perl/bin/perl" is not writeable.
    'oracle.perlint, 5.28.1.0.0': Cannot delete file '<Oracle_home>/perl/bin/perl'
    Copy Action: Destination File "<Oracle_home>/perl/bin/perl" is not writeable.
    'oracle.perlint, 5.28.1.0.0': Cannot copy file from 'perl' to '<Oracle_home>/perl/bin/perl'

Applying 19.18 or 19.19 DB RU
