Why the add heartbeattable was failing with the following error

SQL error: 50000: [Microsoft][ODBC Driver 17 for SQL Server][SQL Server]Could not update the metadata that indicates table [GGS].[<heartbeat table>] is enabled for Change Data Capture. The failure occurred when executing the command 'sp_cdc_create_change_table'. The error returned was 916: 'The server principal "S-1-9-3-2384526852-1182620053-3747026102-721547432" is not able to access the database "<db name>" under the current security context.'.
