Goal
From 12.2 we have an option to configure multiple standby databases as a FSFO target in multi standby environment.
Upon setting multiple FastStartFailoverTarget broker will select target target on the order of standbys specified.
For the purposes of this document, the following fictitious environment is used as an example to describe the procedure:
Primary database: PROD
Standby database: PROD_sb1
Standby database: PROD_sb2
