Cannot apply sql_plan_baseline from one database to another (Doc ID 2953816.1)

Symptoms

An attempt made to apply baseline to a given sql_id. In test environemnt, the same "sql_id" is executed in seconds, whre as  in other environment, in 50 minutes. after imported the baseline from one DB  to DB, but the baseline is not been applied.
