Broker Fails with DGM-17016 ORA-16664 on RAC standby configuration along with ORA-12521 (Doc ID 2954849.1)

Symptoms

"Show configuration" & "show database verbose <primary or standby>" from Primary database does not report any issue.
But from the Standby, "show database verbose <primary or standby>"  result an error "DGM-17016 ORA-16664".

Database Status:
DGM-17016: failed to retrieve status for database "<DB_NAME>"
ORA-16664: unable to receive the result from a member
